Post-quantum security: harvest-now-decrypt-later explained

Harvest-now-decrypt-later (HNDL) is the practice of copying encrypted traffic and stored ciphertext today, then decrypting it once a sufficiently capable quantum computer exists. For data with a long confidentiality window — bank records held 10–15 years, health records held 25+ years, defence material held longer still — that future event is already inside the protection window.

A credible response is staged: cryptographic inventory across applications, certificates, HSMs, VPNs and tunnels; an HNDL risk model that weights assets by remaining confidentiality life; HSM/KMS upgrades to algorithms standardised by NIST (FIPS 203 ML-KEM, FIPS 204 ML-DSA, FIPS 205 SLH-DSA); a hybrid TLS phase where classical and post-quantum handshakes run side-by-side; then full rollout with continuous supply-chain crypto assurance.
